GREENSBORO, N.C. - A dog that was found dead and chained to a tree has prompted renewed interest in enacting an ordinance against tethering in Guilford County.

A few weeks ago, Philip Evans noticed a dog lying on its side in a neighbor's yard on Willow Rd., but when his girlfriend spotted the dog in the same exact position a few days later, they called Guilford County Animal Control.

"She was walking the dogs that morning and the dog still wasn't moving, but the other dogs would get up and react to her being out there and that one stayed stationary," said Evans.

The dog's owner, Kanisha Logan, was charged with animal cruelty, and a blood test later determined the animal had no food in its stomach.

Although it's not illegal to chain a dog in Guilford County, pet owners must follow some rules, including making sure the tether is at least 10 feet long and the animal is provided water, shelter and food.

Scott Greene, the county's animal control manager, said several groups are pushing for a tethering ordinance.

"We have heard from some of our community partners. Some local animal groups have talked about partnering up with some of the people in Forsyth County in trying to bring it to Guilford County, but Guilford County is not currently trying to get a tethering ordinance," he said.
